Golf- is it illegal to remove the pin before the ball is struck if the ball rests on the fringe? - apron golf

A friend said one of his partners told him that the league was against the rules of golf, to remove the needle when the ball (or is about to be) removed from the belt / deck. In other words, says that the pin into the hole must be left until the ball has stopped, unless the ball starts to be putting surface. Any truth? I find nothing to then ask the USGA Rules of Golf, if possible. Thank you.

There are many good answers. You can remove the pin before the start or in single shot or if it is not lying on the green.

You can someone tend the flag on the first tee. (At least, so the rules.)

Some minor points:
- You need permission from the player to participate in the flag. If you set the ball rolling toward the hole, then you can and grab the rod will be punished.
- You do not really the flag behind him. Just being around him.
- If you are on the flag while he was lying (although his shot from the edge) a penalty of two strokes for you. (This means that you better trust the person you care for the flag!)
- If the shot is from the green and no one tends the bar, there is no penalty if you hit the floor.
